Legislation Makes College Affordable

The decision to end DACA does not impact a student's ability to qualify for in-state tuition under the AB540 Provision.

Students will also be able to continue to apply for Financial Aid under the California Dream Act.

The Nonresident Tuition Exemption (AB540) and California Dream Act are state programs separate and not affected by DACA. Recent laws have made college more affordable for California's undocumented Dreamer students.

AB 540

California Nonresident Tuition Exemption (AB 540) for eligible California high school graduates allows qualifying undocumented students to have access to in-state tuition in public California colleges.

Learn how to complete the application after you apply for admission to 17³Ô¹Ï through Admissions & Records.

CA Dream Act
  • AB 130 allows AB 540 qualifying students to apply to private institutional scholarships in public colleges and universities.
  • AB 131 allows AB 540 qualifying students to apply for the Board of Governors (BOG) Fee Waiver, Cal Grants, and other forms of institutional student aid.

Senate Bill 68 (SB-68), in effect as of 1/1/18 expands eligibility for AB 540.
