(McNeil/Morasco) Main Agenda: Wrap Up on Bill of Particulars Davison (Conversation will be taken back to Judy via Dolores monthly meeting.) Discussion centered on members and faculty feedback that they felt the Bill of Particulars was about the firing of our Vice President of Instruction and wanting to know how our discussion related to this event. There was a feeling from some that the firing of an administrator with no faculty feedback or review could happen again and that process was not followed. President Davison pointed out that it is the College Presidents right to fire a probational administrative member. Other members pointed out that faculty invest a great deal of time in the hiring of administrative staff and should have a voice. Other members pointed out that our role on hiring committees is to advice and to recommend and all staff are hired and fired at the will of the College President. It was also noted that the bill of Particulars was crafted to try to address the systemic problems not the single event of Katie Townsend-Merinos dismissal. Concerns were expressed that Shared governance is not working. Library faculty brought up the point from the bill which requests that the administration ask faculty for input regarding decisions directly impacting faculty (BOP #3). According to President Miner, the PE and CTIS divisions apparently had input into their administrative changes, but the library faculty continues to have an ambiguous divisional status and lack of campus visibility relative to the language arts division. Other members expressed that faculty do not want to talk about what we feel or observe for concern about what might happen. This is not promoting a feeling of shared governance. Biology faculty expressed concerns from bio health about Bio Health Dean position that is not moving forward in a timely manner. President Miner might not be in direct charge, but she is responsible and should make something happen in this situation. A senator expressed that the process of placing interim Vice Presidents needs to be looked at and that disabling a division and moving Deans in and out of the VP jobs is disruptive. Suggested hiring an outside expert on workforce for the interim VP of Workforce. It was generally acknowledged that different divisions have different concerns and feelings about all of these issues. President Davison suggested an Agenda item for the next meeting with 45 minutes to discuss the concerns of different divisions on this topic. She emphasized that our meetings are open but would particularly like to welcome and see more faculty come to the meeting and share their thoughts. Accreditation Update Kurt Hueg reported that the Accreditation work is going great. More at the next meeting. Course Studio Kurt Hueg and Drake Lewis demonstrated the new Course Studio feature on the Portal. This tool that can be enabled by the faculty to support each class a faculty teaches. It is beside and in addition to Etudes. Testers were requested. There will be in person training at 17Թ on March 9 at 9 am and 4 am in the Toyon room. Bylaws Change Travel Dolores Davison shared that there were requests for money to attend events related to senate. These must not be discipline specific. It makes sense to cover some of the costs for ASCCC event or other senate related event. The cost would be about $550 for two-day event (includes registration and hotel/not travel) DRAFT: Policy on Funding Senator Attendance at ASCCC Events Currently serving 17Թ Academic Senators who are interested in attending ASCCC (Academic Senate of California Community Colleges) events may request funding from the 17Թ Academic Senate. Senators may request funding for up to two (2) events in any academic year. Funding will cover the costs of registration and up to two (2) nights of lodging depending on the event. Funding will NOT include transportation. Requests for funding for currently serving Senators for events that are Senate related but not directly associated with the ASCCC will be considered only in exceptional circumstances. Fund requests must be made in writing to the secretary/treasurer, and will be approved by the Executive Committee. This policy may be suspended by a vote of the 17Թ Academic Senate if requests are deemed infeasible based on Senate funds. Feedback includes previsions about time/distance away (limits on events less than an hour away). A faculty member suggested that this be added to the policy and be in writing. District policy is 45 miles. Member suggested this policy should be in line with district policy; another comment was that there were times when there was less than 12 hours between events and staying on site was needed. President Davison will work on language for this. Questions come up about committees of the senate particularly the curriculum committee. Davison noted adjustments and will send a new draft. Committee Reports Davison/Holcroft APM - - This group was glad that the Faculty Senate addressed the Last Day of Attendance issue. Now asked to look at FW grading; need both colleges to agree. FW grading is a grade for when a student stopped showing up vs. earned an F by substandard work. There are Visa issues and Financial Aid Fraud Issues. Davison noted DeAnza Senate Leadership was not interested but is now looking at this issue. Senators asked to poll their constituents. Board of trustees - - The board approved all PDL but with great discussion about appropriateness in these difficult times; Budget discussions were grim. President Davison noted from the board and other communications that one of our core missions, life long learning is now gone from our mission and we are to focus on transfer, vocational education and basic skills. Davison also shared that the state is looking at cutting Pell grants, closing a few community college. CCSF has cancelled summer school and the CSM system may close a campus. PARC -- PARC will start on Wednesday with start division reports and looking at the accreditation draft. Curriculum Committee -- Vice President/Curriculum Co-Chair Holcroft reminded senators that Curriculum sheet deadline is March 1; many changes on sheets; see your curriculum reps. She stressed the importance of Program level student learning outcomes for state compliance. There will be a workshop on Feb 28 from 12-1 developing assessment methods to assess your program levels outcomes. All are welcome. Also, transfer degree guidance has been given - - affected areas are currently discussing this. Go online to CID project to see curriculum in different areas of this new degree option.
