On May 7th Stanford University will be hosting the honors research symposium, featuring students from 17Թ. Carolyn Holcroft announced Student Learning Outcomes (SLO) reflections are due in C3MS by next Friday for winter quarter class assessments. Eta Lin announced the events for Asian Pacific Islander month. Gustavo - Sunday April 17th Hands Across California will be meeting on Fremont Avenue in Los Altos Friday April 22nd campus offices will be closed for the Classified Senate retreat. Consent Calendar approved Minutes from 7 March will be brought to the next meeting Regular agenda Budget: President Miner came to talk about the budget situation and what is to come at 17Թ. Kevin McElroy presented the budget at the previous board meeting. Judy mentioned we have an aggressive schedule to develop and discuss what the plans are to get a balanced budget before the board by June 20th 2011. 17Թ has to cut 9M dollars in A budget, and the B budget is only 2M dollars. Budget issues have never been as deep or profound. Specific sections will not be offered in 11-12, and there will be dollar target reductions to make. Division deans and VPs are having discussions right now to develop strategies. Judy Miner asked that faculty be involved in these discussions. Instructional programs impact will likely be a reduction in P/T faculty, and additionally some full time faculty will be noticed with March 15th notices to terminate employment as of 1 July 2012; these faculty will know prior to the end of spring quarter that their positions may be eliminated, so that programs that are being suspended or eliminated can teach out. Staff will be noticed later, with at least 45 days notice, and administrators will be noticed in summer as well. These actions are in response to an 'all-cuts' budget from the state. Our balanced budget plans assumes nothing from collective bargaining, which could impact some of the plans. Our assumptions are that Sacramento will pursue an all cuts, no tax extensions approach, and Prop 98 is suspended. Even if tax extensions are brought to the ballot in fall, it is not soon enough to influence our balanced budget, which must be in place by June 20th. Most districts are planning assuming an 'all-cuts' budget. Some Districts may not be able to meet their cash/reserve requirements. Some colleges, including CCSF and College of the Sequoias, are eliminating summer session or severely reducing it to keep with a workload reduction. Fall quarter at 17Թ might be a 'question mark', although our plan is to stay the course with a robust summer and fall, with a paring back in winter and spring. We won't plan to take the schedule down too quickly. West Valley-Mission College District may bring to their board some discussion about a potential merger with FHDA. Both districts have begun initial discussions about the benefits and negatives to merging. With an increase in demand for classes by so many students it is curious why De Anza College is lower in enrollments. Losing enrollment will cost the District funding, which could be very difficult to make up. If tax extensions are passed, the District might have additional funding in 2012-2013. It was estimated that the F/T to P/T ratio at 17Թ is 202/150 FTEF (350 P/T head count). De Anza has 550 FTEF, with 350 F/T. The total non-resident enrollment at 17Թ is about 5%, about 3% is international, and 2% is out of state. There are rumors that some colleges might close their doors, probably rural colleges. Some colleges have problems with accreditation, boards, and/or maintaining senior leadership. Many colleges currently have openings for senior management, including president, vice president, and other members of their cabinets. There is a call to set up a statewide registry of all online courses, to help students that are close to graduating (or getting a certificate) to help them finish out their courses as programs are thinned. The LAO has a report on their website, discussing issues around distance education. Judy Miner talked about a CEO conference she attended. Some campuses asked for relief from the March 15th deadline for notice of contract, wanting to give August 15th letters, and/or timing associated with budgets (layoffs on December 15th). They are all facing unprecedented budget challenges. Judy discussed the 50% law - requires that 50% of budget be directly tied to instruction in the classroom, which does not include counselors, librarians, and non-instructional faculty who provide direct support to students related to learning. What is the total labor that is associated with instruction? The 50% law, according to Scott Lay, has full support of Democrats and Republicans. Some colleges desire to be unloaded of that obligation. There might be relief from the FON, or at least relief from the financial penalty of the FON. How will decisions at De Anza affect 17Թ? If De Anza makes cuts (or if we do) about program reduction, talks of consolidation of programs between the colleges, versus simply cut and bump, might lead to better outcomes, especially for employees. Collaboration and coordination will be key! 17Թ was about 1% enrollment up on the first day, but De Anza was a bit down. FHDA will lose about $5M by not meeting cap. Most districts captured growth, not just base. There were questions about what programs will be cut. Deans and directors have already begun conversations about this. Dolores distributed a draft document from OPC about criteria for program reductions. These criteria include issues such as the mission, legal mandates (such as in allied health), and others. At the last board meeting prioritization for registration was distributed, showing how FH and DA prioritize registration, with the possibility of changes (removal of prioritization of students with prior degrees, staff taking classes, etc). There was a survey that suggested almost half (47%) of California Community College students surveyed couldn't get a class that they needed (for a program). We will post the OPC document in the documents folder. Support services are described in each of the missions. Asking deans and directors to discuss what might be preserved and what could be pared down or eliminated. For example, financial aid is a big office, but a question might be asked about how services are handled. Frequency of use isnt always the best statistic; there is a need to understand if the service made a difference. Are we doing a service effectively, is there a way to help automate the process through technology (including 'Ask 17Թ'). Productivity was discussed as a measure that may not be the best measure of an area to stay invested in. Would President Miner discuss the working relationship between 17Թ and De Anza in strategic discussions leading to the tactical cut decisions? Judy commented that even though that complicates process it leads to much better decisions, and avoids making errors had such conversations occurred. The president will meet with Rich Hansen to discuss how the reductions and cuts will impact faculty, and the discussions that will occur between the administration and faculty. Many life-long education courses may go into community education; there is also discussion of the elimination of stand alone courses that don't meet a degree requirement, or train people for workforce preparation. The State will fund basic skills, transfer, and workforce preparation. State will probably defund older adult studies (courses offered in adaptive learning). The State appears to be moving back in the direction of the founding principles. A comment was made that OPC and PaRC also consider the cost benefits of not meeting a requirement. FHDA still under stipulated mandate by DA for hazmat (De Anza chemical fines). A senator commented that many members of the community might not be aware of the changes that are coming, and could we post articles or announcements in the Town Crier or other local newspapers. Cities including Los Altos and Cupertino only supported the parcel tax ballot issue by 50%. President Miner commented that what the community may not appreciate is how many families might be impacted when students can't get into community colleges. All of our salaries and benefits will be posted in newspapers, as it is a matter of public record. There were comments about the challenges of faculty having to deliver the news that the state does not care about their education and additional comments about more outreach to inform the electorate about what is going to happen. There are lobbyists and representatives but the electorate needs to know the broad benefit that education brings to the State of California. 17Թ will still do a good job when we are smaller, and we might serve a smaller population, but we'll still do our job well. Another comment was made quoting Jack Scott (Chancellor of CCC) who said we can't function if we don't get funded, and many cities rely significantly on local education. Silicon Valley in particular relies on a well-trained workforce. Judy commented that 17Թ (FHDA District) has enough cash to make it through a tight cash flow scenario from the State, and can borrow a bit, or use cash that is making interest. But we really have a $9M problem to fix. Judy Miner is highlighting the new Science building and the Science and Learning Institute (SLI) and 17Թ's commitment to STEM from Math My Way to the Stanford Internship program, to our new PSEC Science and Engineering Center. Names of individuals will help with the cache of building an advisory board for SLI. People we meet in the public and general community can be influenced by our positive attitudes. Its important that we always do a good job for our community, as ultimately they are the people who support us, and understand the value we deliver. Elections Update: Robert Cormia was reelected to secretary-treasurer for a second two year term by acclamation. There will be an election for the part-time senate representative. The candidates are: Tracy Hickman (Political Science) Katherine Schaefers (Anthropology) Erik Woodbury (Chemistry) There are some places in the Constitution that need to be cleaned up. There are no qualifications for part-time senators listed in the constitution, just require that the representative is teaching. The person should have REP (Reemployment Preference) and should be teaching at least one class during the year. We might have a special election in fall for the constitutional changes or may be able to poll divisions rather than going through a full election. ASCCC resolutions: New ones are marked with a notation - some are very controversial. The disciplines list may be controversial, and faculty are asked to poll their constituents in the areas being discussed. A senator asked how the delegates to the plenary vote on particular resolutions; it was explained that it occurs based on previous positions and input from the faculty. For example, the 17Թ Academic Senate is on record to support physical education courses. There will be resolutions on matriculation, drop dates to not allow dropping after a certain date. We could chose to eliminate late-adds. Disciplines list will be among the most discussed issues. Another issue will be resolutions regarding the Transfer Model Curriculum. Some CSUs have decided not to accept transfer model. Out of 23 CSUs, 16 had accepted transfer model curriculums, 16 or 18 form sociology and psychology. Sociology and psychology are in place, others are moving down the pipeline. It is important to talk with 17Թϒs articulation officer Bernie Day. There was a regional curriculum training meeting on Saturday, April 9th. One of the issues discussed: CSUs are asking that some of the TMC aligned degrees be a barebones degree to get ready to transfer students to a four-year degree, rather than have it as a terminal certificate. CSUs only have 60 units to complete the bachelor degrees. Students might be easier to track with a transfer degree. Accreditation: Standards update Introduction, most of 2 (SLOs, library) most of 3 (technology) and all of 4 (governance) have been posted; please review! Committee Reports: APM - 1. Grade rolling: A&R still needs to go through the grades and make sure it's all okay - if grades are submitted by Wednesday evening, they will roll by Sunday. A&R is supposed to be communicating about when grades roll. Difficult to roll grades on a daily basis, but the faculty believe that there needs to be more frequent rolling. Students are not able to view grades using the View Grades button. These concerns have been communicated to the ETS and Banner folks and APM will continue to monitor. 2. APM will be developing policies on equivalencies and program suspension/discontinuance, which will be brought to the Senates for approval.
