Consent calendar was approved as amended Orientation Dolores introduced herself as Academic Senate President, tri-chair for PaRC, along with the president of the Classified Senate and the college president. Dolores will also be district president for 2010-2011. Discussion of expulsion, and using the F/W grade might be joint college efforts, will be on the APM agenda. Combined joint senate meeting in fall is too difficult to coordinate, so this year the officers of each college will meet and report back to their respective senates. Dolores presented an overview of the Academic Senate as it is constituted in Title 5 and Ed Code. Ed code gives community college academic senates a number of privileges, most of the power comes out of AB 1725. Statewide academic senate has met for 42 years, and has a role in defining curriculum and other practices at the statewide level (which then comes down to individual colleges and districts). SB1440 (transfer degree/major) is occurring with statewide input, may sign this month. Primary responsibility of the Senate is for academic issues (curriculum) and professional matters. Curriculum and academic issues are part of the ten plus one. Tenure Review Committees are a key responsibility for academic senates. Title V gives senate the right to appear before the board or with the board, and has had to assert itself in the matters of plus/minus grading, and textbooks. Ten plus one handouts were distributed. Items 1-5 are purely academic senate. 6-10 are items in collegial consultation with shared governance bodies. Plus one, other academic and professional items as mutually agreed upon. Catalog, contract, etc. SIP Strategic Initiative Planning goals were wonderful ideological missions, but they will now be replaced with three core missions of the chancellors office, basics skills, transfer, and workforce. Operations and Planning Committee remains intact. Senate has primacy over first five and works through resolutions, and on the statewide level. Dolores reports to the board on current issues as they come up. The Board also welcomes presentations of outstanding faculty, etc., as a means to know what the faculty are doing on each of the campuses. Almost all committee work and participation is approved by academic senate. Division committees are not approved, but college-wide committees must be approved. Senate has liaisons with FA, about once a month. Dolores meets with Judy Miner about every three weeks, and Carolyn will also meet with Judy. Officers will also serve on key college wide governance groups. Senators are expected to serve on at least one committee in addition to senate. What are collegial consultations? CAC (Chancellors Advisory Committee) handles some college wide activities. Board will interact with academic senate on a number of issues, and our District Board is one of the better boards in the California Community College system. Senate approves faculty participation on hiring committees. Equivalency and minimum qualifications. Administrative retreat rights, can require senate approval. Ed code on TRC requires any changes to forms to be approved by Senate. FA is a good strong union, with good senate relations. FSAs used only in times of layoffs and only for full-time faculty. FA will sometimes ask for greater senate involvement and vice versa. 17Թ Senate made a number of changes to the constitution. All faculty are members of the senate. F/T faculty pay $6 per month, and P/T faculty $3. Each division is allowed two senators regardless of size. Senators comprise the executive committee, and officers serve for a period of two years. There is an accreditation site visit coming up, so senators are encouraged to send minutes and announcements to their faculty. Senators are encouraged to represent their division rather than their own personal view. Outreach to your division faculty is critical. Senate procedures follow Roberts rules of order. Senators do not have limitations on time they speak but should be respectful of the agenda. Most items will require two reads before action, and proxy votes require at least 72 hours advance notice (email preferred) and should be specific as to limitations. Title V discusses empowering local senates. Dolores is currently serving as a North Statewide Academic Senate representative, on several committees; Carolyn serves on statewide curriculum. Of particular interest this year is Occupational Faculty Leadership; Dolores would like 17Թ Oc Ed faculty to attend the Institute in January. Senate retreat goals for 2010 2011. Get through the accreditation requirement Increase participation (committee work) Increase part-time participation and communication Integrate new faculty into the community Try to develop more effective orientation to the college committees Succession planning (president and vice president) Perhaps staggering terms (President/Vice President) Release time is 1.5 total for the three officers Perhaps more release time for other committee work Increase scholarships Reach faculty with messages through the Portal Scholarship/Memorials There is interest in discussion the guidelines for scholarships and memorials for faculty who have served on Senate. Bruce McLeod, Sandi Watkins, and David Marasco will serve on the committee to help establish these guidelines. Committee reports has not met. Board of Trustees will meet next Monday (fairly long) Eloise Orrell announced the completed ACCJC follow up report for 2010. Required for accreditation, last one before the self-study takes place. Eloise showed the learning outcomes page. Carolyn Holcroft and Gillian Schultz are the new learning outcomes coordinators. Report will go to the Board of Trustees on the 4th of October. The document is mostly complete; subsequent comments on the document will go into the self-study. Carolyn discussed the first learning outcomes workshop this Friday at the KCI. PaRC meets next week to ratify the new structure and move forward with the 2010-22 goals. Announcements Measure E citizen committees.
