Committee meets just once a quarter. Robert Cormia volunteered to serve. Before the last meeting (10/11) a division dean had asked Academic Senate to put items onto the consent calendar. It was reminded that only faculty (senators) should bring items to the consent calendar, with the exception of hiring committees. Reporting items back to deans is the responsibility of the Senate, i.e. senators. FA sent out PAC recommendations by email, but the message wasnt uniformly distributed, and will be resent. The faculty survey for accreditation is now open for comment (today or tomorrow). The minutes for the 25 October 2010 meeting were approved as amended. Consent calendar: Faculty are needed to serve on the following committees: Two people from basics skills workgroup, transfer workgroup (one) and chemistry hiring committee (two). Pam Wilkes will be on the basic skills committee. Basic skills committee doesnt have a faculty tri-chair. Consent calendar was approved by consensus. Rose Meyers / Student services update. Rose Meyers addressed the senate about student development and instruction. Goals of student services are to get students enrolled and registered efficiently. VP of Student Services and instruction oversees Counseling, PE, Adaptive Learning, A&R, and financial aid. There are five deans and three directors. Student behavior and disciplinary issues are on the rise as well. When there is a spike in enrollment there is a spike in student services required. 1,162 TAGs were completed in one three month period in the transfer center. EOPS is on the second floor, financial aid, computer loan. Financial aid need has exceeded awards for the past three years. At the beginning of fall quarter 2010, student demand surged, and work study funds for the year were depleted by the end of fall quarter. Some students appeared without pencils, even food, a sign of economic hardship. This year 6,000 plus awards were given, where last year there were 3,000 plus. Rose gave an overview of the services provided floor by floor. The first floor provides transcripts, registration, grades and transcripts. Students often arrive with many questions and need guidance about the services available of campus. There is an in reach triage center for students to find these answers. Student services goals for this year are to reduce the touch points for students seeking services. An outside consultant provided direction to reduce the number of people students encounter to resolve a question. There is a constant effort to help students resolve questions efficiently and with certainty. Having a ceremony for transfer students prior to graduation has been suggested. It was mentioned that in the past senate paid for a reception at graduation but we currently dont. There was a question about how transfer students could participate in graduation. Senators pointed out that graduating with a degree is different from transferring to another college. A lot of work goes into achieving a degree. Another goal of student services is to become proficient in Banner, including an add function in Banner that will help with student records and process in Banner. Rose described a plan to establish a robust veterans resource center. 17Թ is one of 12 colleges in the State with a veterans center (600 students on campus are veterans). Student services will revise service area outcomes and continue a process of assessment. They will emphasize helping students create an educational plan, and what it takes to transfer and/or graduate. While there may be a wait for students to get a scheduled appointment, there is a drop-in office where students can get 10 minutes of service. There was a comment that Puente and Mfumo have been very successful. Senators discussed EOPS and the intent of EOPS for the student to make a good connection with the instructor. There was dialog about students needing to approach faculty about EOPS progress reports long before they are due, so that time can be set aside to work with the student. Some faculty commented they werent sure when EOPS forms are due, and additionally not knowing which of their students were EOPS students. Kurt will postpone discussion on Course Studio until the November 8 meeting. Carolyn Holcroft reported that the curriculum committee has approved the three SLO resolutions, and the issue was now ready for approval. There were three parts to the resolution, one part dealing with putting teeth in the SLO resolution. There was discussion about the use of SLOs being used for faculty evaluation. While faculty believe that SLOs are a good process tool, and generally help students learn better, but that we (as faculty) should not be held accountable for student performance. A number of divisions reported faculty concern on the single issue of student success being put on the shoulders of faculty. It was reminded that collective bargaining issues define how faculty are evaluated. Question about how students learn and perform, how the classroom environment is structured, and whether students could perform well to uniform SLOs. There were further comments about the Senates role in faculty evaluation as a matter of professionalism rather than (or in addition to) negotiated items from FA. In some divisions and some departments there are new faculty who are interested in SLOs from a student success factor. Carolyn commented on the positive role that the SLO resolutions might play in reminding faculty of the importance in defining and measuring SLOs (and developing good pedagogy to support SLOs). There were concerns that the resolution might create a divisive environment where SLOs would split faculty in areas of teaching and accountability. Dolores clarified the FAs stance that not putting SLOs on the syllabus could bring courses (and departments) into non-compliance in the accreditation process. This is an action item, and the senate voted to affirm the resolution by a majority voice vote. Sustainability Report: Mia Casey from the Sustainability committee announced the sustainability efforts for fall, food concentration and world hunger, as a learning community. Future ones will be on water, energy, and waste. Mia announced movies in the hearthside lounge. Mia talked about the Sustainability Management Plan (SMP), and encouraged faculty to read it. Six areas of effort and measurement include energy, waste, toxic chemicals, transportation, and grounds. Sustainability committee is trying to work with the ASFC to put together a carpooling/transportation service. The sustainability committee meets the first Tuesday of every month and is looking for more faculty volunteers. Faculty handbook update (Davison). Feedback suggested the document needs to be more fluid than it currently is, referring to the dynamic nature of its content. We need a document with rules and regulations. Print copies for the new faculty in loose leaf binders, so that sections can be added and removed more easily. New faculty manual will include C3MS instructions. The document requires a number of months to read. Curriculum Committee updates (Holcroft). There was discussion about whether or not curriculum reps have notified faculty about what each step means. Whether or not curriculum documents need to go from dean back to faculty for review or can go directly from dean to division curriculum for review. Could curriculum reps be able to make small edits to a course, so that the original course owner (only) could make changes? Could C3MS email updates on state changes would be a desirable function. Title V updates require that the course owner (owner of a COR) needs to look at each and every component of a COR to ensure it is in Title V compliance. In the future there will be notices sent out in fall about courses that are required for updates. Doing a course early does help Title V updates are important; it is estimated that most of 17Թϒs CORs are in compliance, and we are on a three year cycle for Title V review. The State can and does use technology to check on compliance of CORs (Course Outline of Record), which puts pressure on faculty to stay on top of CORs year to year. Committee Reports: CAC the District budget is on hold until parcel tax ballot issue. PaRC basic skills and transfer advisory work group updates were provided. We will be going out for four positions, and likely authorized for two more. Deans could submit emergency requests for positions where resignations / retirements have occurred. Judy Miner has stated that if the parcel tax passes we would be looking for another 6 faculty positions to be filled for (starting) fall 2011. APM online attendance and evaluation of online attendance is still an issue, and we need to have technology and process to make sure students who are in online courses need to accountability. There is an issue of suspensions and expulsions on the transcripts. F/W grade was discussed, and Institutional Research will look into (report out) on the issue. F/W would appear after week 8 (it currently is just F, as W ends at week 8. 17Թ will poll the Bay Area colleges to see what their stance on the issue is. Statewide senate plenary is November 11th - 13th; Dolores will bring the area B resolutions to the next senate meeting (11/8). The number of resolutions this fall is slightly less than usual. Resolutions can be viewed online at ASCCC.org / resolutions. The disciplines list requests for changes went from 3 to 11, and on the list are Health, Theatre arts, Accounting Economics, Dance, War and Peace, Futures, Ethnic Studies and Education. There is a new discipline in military science. Dolores mentioned to the senate that minimum qualifications require an equivalency sign-off, and reminded that there are no single subject equivalencies in the California Community College system. If faculty are asked to sign-off on an equivalency request, please make sure you are following the requirements, and can perform the evaluation before the class actually starts.
