Announcements Karen Gillette announced that there will be no replacement for Charlotte Thunen, Instructional Librarian, who will be on PDL next academic year. This lack of replacement puts an undue burden on the rest of the library staff. A suggestion was made that the library staff seek advice from FA since its a workload issue. Donna Frankel announced that she attended the California Part-Time Faculty Association (CPFA) conference. The delegates are seeking a seat for a part-time representative to be a voting member on the statewide Academic Senate Executive Council. CPFA is open to suggestions from full-time faculty regarding this proposal. Approval of Minutes M/S Approval of minutes from April 28, 2008, meeting. Vote unanimously approved. Consent Calendar M/S approval of consent calendar as listed below. Vote unanimously approved. Search Committee, Vice President of Student Development and Instruction: Jose Nava, Jerry Cellilo Buildings and Grounds Committee: Irv Ploke, Janice Carr Committee Needs Faculty are needed to serve on the following committees. Contact Carolyn if interested. At-large faculty to serve on Bruce Tamblings TRC (Fine Arts Dept) 2 faculty to serve on the Due Process Committee for 08-09 Action & Information . Publication of Instructional Materials Board Policy Carolyn presented a draft of the Publications of Instructional Materials to the Senate for a first reading. Senators are asked to bring the draft to their constituents for feedback. Senators made the following comments regarding the policy: Editing Suggestion to add to teach to the first sentence so it reads: Faculty shall have the sole authority and responsibility to determined the nature and content of the instructional materials they use in the courses they are assigned to teach. Profit Discussion on whether the bookstore should be able to profit on text materials it sells Faculty should be rewarded for the intellectual effort they put forward in creating instructional materials Necessity of New Policy Question on whether the existing Ed code and Title V policies can be used to deal with individuals abusing the system, rather than creating a new policy. Senators expressed a desire for more information on how widespread and frequent the abuses are Comment that the new policy wont change the fact that enforcement is the issue Comment that faculty evaluation should be used as a feedback mechanism for faculty given that the form mentions the appropriate use of course materials Necessity of Enforcement Suggestion that there be an oversight committee to avoid abuses of the system Discussion of the individual departments regulating instructional materials Suggestion to form a sub-committee to discuss issues pertaining to instructional materials, for example, appropriate faculty compensation, regulating fee-based websites, and purchased books Comment that there may be a need for a policy of the distribution of material Carolyn will bring these and other faculty comments to the Chancellors Advisory Council meeting. Academic Freedom Board Policy There is a current Academic Freedom Board Policy (4190) that is in need of revision. Carolyn stated that the academic freedom statement from the Tenure Review Handbook is being brought forward as a substitute policy. Some confusion exists over De Anzas support of this substitution. The Senate decided to table the discussion pending more information from the De Anza Academic Senate. Opening Day Speakers Carolyn will report back to the Opening Day Committee that faculty agreed that any of the proposed speakers is acceptable. Attendance at Commencement Two more suggestions were made to increase faculty attendance at graduation: Offer to pay 50% of faculty Ph.D. regalia Offer PGA/PAA credit for attendance Defining AS and AA degrees Carolyn reported that there is concern at the statewide Academic Senate that the definitions of AA and AS degrees are not used uniformly across the state. During the fall state plenary meeting, the statewide Academic Senate was presented with a resolution proposing uniformity in definitions of these degrees. The resolution was referred to the executive committee and the topic will be re-introduced at the upcoming fall plenary. Carolyn will bring the issue to the college curriculum committee. Senators are asked to bring the issue to their constituents once Carolyn sends out the position paper, What is the Meaning of a California Community College Degree? which discusses the need for consistency in degree titles. Grade Distribution Carolyn reintroduced two resolutions that were passed at the spring state academic senate plenary meeting: 14.01 S08 Adoption of the paper Promoting Thoughtful Faculty Conversations about Grade Distributions, and 14.02 S08 The Value of Grades. There seems to be a public perception that grade inflation exists to such a degree that grades are becoming meaningless. This concern can add fuel to the fire of the Spellings Commissions desire to require third-party assessment for courses. In keeping with the Faculty Conversations paper, senators were asked to bring the materials back to their constituents for discussion. Senators had the following comments: Faculty development days can be used to help faculty make positive changes in their assessment strategies SLO work will help in this area in terms of helping give faculty more ideas for assessment. Carolyn will speak to Rosemary Arca about including discussion of grade distribution in SLO workshops. Senators agreed that there is value in the discussion and that its important to give faculty the whole context of the issue Some support was given for faculty-driven, departmental-guided research questions on grade distribution Discussions of grade distribution and assessment should be part of a departments program review Carolyn Holcroft-Burns adjourned the meeting at 3:54 pm.
