Is this a 10+1 issue? Bernadine Fong resolution each division would contribute a resolution. It would be collaborative. Senators agreed to give this effort a try, and see what the response was. Consent calendar Jerry Cellilo and Mike Murphy added as EEOP and technical rep for the ETS committee. Approval of minutes was unanimous. Non-tenured faculty service - Restriction on non-tenured service probationary faculty who have volunteered for the committee to replace Dean of faculty (Warren Hurd). Amended constitutional language to prohibit probationary faculty from serving on committees when administration might be hired that could later make decisions about hiring or tenure. This would be brought forward to the full senate for general election. Debate focused on whether we have enough faculty to serve on the various committees. The FA Agreement focuses on language specific to non-tenured faculty serving on particular committees where issues of tenure are discussed. Penny Patzs promotion to acting president created a vacancy that will be filled by an internal hire. A committee will be constituted to fill this vacancy, probably quite soon. District Senate President Dolores Davison was approved by 17Թϒs senate, and will be brought forward to DeAnzas senate for their approval. Her term would start on July 1, 2006. Vote was approved unanimously. Faculty Senate process for service on committees. Discussion of a requirement for faculty to provide a one-sentence reason for their serving. This is a procedural codification change to the whereas to add the term contextualize. (to provide context for the process). The procedure would be used when the number of openings, for service. Senators are asked to share this language with their divisions). Senators volunteering for service will be asked for a minimum of one sentence to describe why they wish to serve. Equivalency resolutions - Paul Starer discussed the two equivalency resolutions and changes in the whereas statements. We are proposing to reconstitute the committee with a second faculty member, who serves as a domain expert, no less than 3 days before the start of the quarter. These procedures would apply to many situations where the process of equivalency has been ignored. The 3-day period creates time for emergency replacement of a faculty position, which typically occurs at the last minute. The goal is to ensure that equivalency status is determined quickly (no delays), and especially to prevent a course starting and running for a number of weeks with an instructor that is technically not a certificated faculty. Changes to the resolution are in the language that suggest for each division, to add language, where relevant applied to the 3rd whereas. There was discussion about how to reach faculty during summer, or on short notice, and the possibility that faculty domain experts could interact electronically. Areas of uncertainty include evaluation of potential faculty who have strong work practice but are lacking in academic characteristics. Discussion also focused on the definition of eminence, which might be defined as broad vs. narrow. The senate needs to develop guidelines, possibly through an Ad Hoc committee, with senators preferred in that makeup, to determine guidelines. Some senators described a difference between eminence and academic proficiency. Equivalence is derived from an academic degree, or academic experience plus appropriate work experience or practice of that discipline. Every department may need a definition for their local equivalence. Change to wording in one whereas was suggested that Rather than form a committee, the resolution will call for a local discussion at the division level. Rob Johnstone and Kim Lane survey of block scheduling. Rob handed out a draft of the survey for senators to review and discuss. The senate reviewed and commented on the survey, and made constructive suggestions. We added a qualifying sentence at the beginning of the survey. Senators asked about how the results of the survey might be used by 17Թϒs administration. A suggestion was made to have the final question worded are you generally satisfied, dissatisfied, or ambiguous about block scheduling? Resolution for Larry Rouse the BSS division is sponsoring a resolution for Larry Rouse, who is retiring this year, for his years of service to the senate. The senate moved to suspend the rules so it could vote on the issue, which passed unanimously. BSS will bring forward the formal working of the resolution, to be printed for Larry. Electronic voting was discussed as a means to bring to the faculty a general vote on constitutional issues now being discussed. There might be two or three issues on the ballot. It was suggested that the election be held in fall, but that we test the electronic voting system sometime in spring quarter. Regarding the election of President and Vice President, whose positions ran unopposed, it was decided to consider May 22nd as an open session for voting for these two officer positions by acclamation. Last, Paul Starer and Dolores Davison discussed state academic issues from the spring plenary session held at the end of April. Of particular note was the number of issues related to part-time representation. Some senates have as many as 3 or 4 part-time faculty positions on the state academic senate. It was noted that larger schools use electronic voting as a mechanism to reach their full and part-time faculty. Discussion focused on when to have a general vote of our full faculty on the issue of a full vote for all faculty, regardless of full or part-time status (so long as an assignment is made in a quarter). We decided to gain a sense of attitudes among our faculty on the issue of part-time faculty representation before having a formal vote, which would most likely occur in fall quarter.
