Senators should announce to their divisions that Senate Officer positions President and Vice President would be open in our spring elections. All faculty are encouraged to consider these positions. A nominating committee for these positions will form in winter 2006. The Library needs an at large faculty for Pam WilkesТ TRC. Some block scheduling courses that begin at 8 a.m. have experienced excessive tardiness by students. Faculty were asked to report this to Kim Lane on the block scheduling committee if it is an issue. Senators are encouraged to contact their division faculty personally when soliciting committee service. The minutes for October 17th were approved with corrections as noted. The minutes for November 14th were approved, with a change of language regarding the presentation by Kurt Hueg. Paul Starer presented the basic skills resolution, and answered questions about concerns that the language of the resolution suggested basic skills courses would compete and take scheduling precedence over college level courses. Senators from the PSME division reported that math faculty felt efforts to promote basic skills courses were effective, and thus the resolution was not needed. Concern was expressed that this resolution, and more importantly the tone of the resolution, suggests that basic skills courses are more important than college level courses. Many faculty were similarly opposed to the resolution. A motion to approve the basic skills resolution failed, with 3 votes for, 8 opposed, and 3 abstaining. Paul Starer discussed further the need for additional basic skills courses. New students are redirected towards basic skills. This has impacted enrollments in new courses, especially when class times have changed. Issues with basic skills courses reported earlier this quarter were not with the time of the class, but the availability. Paul reminded the senate that faculty have long complained about the reading and writing ability of students, and that these students canТt advance to college level courses. All agreed that the message about the need for basics skills is obviously being heard. Senators suggested that the resolution should be reworded to remove the term СpriorityТ of registration for basic skills courses. Senators also remarked that the lack of afternoon classes is an issue for students. Currently the Middlefield Campus is underutilized, and could be a site for basic skills courses. Anne Paye and Faith Milonas, representing the Faculty Association, addressed the senate regarding the status of salary negotiations with the district, and a potential Сwork to contractТ issue. Anne presented a number of documents that listed the average salary of community college faculty in California over the last 20 years. In addition, she pointed out some key data in a staffing and classification report showing the loss of 28 full-time faculty over the last 5 years, while at the same time productivity increased by 25 points. Faculty are producing more and with fewer headcount. She further discussed how management and classified salaries have increased significantly, including a СremodelingТ of their salary structure, while faculty salaries have not. Further, many classified positions have been СreclassifiedТ leading to higher salaries for those individuals. Anne also spoke about the Сinvisible workТ done by faculty, such as committee work, and the practice of adding students over the normal seat count to accommodate demand for classes. All this occurs without additional pay for faculty. She remarked that Сfaculty are the backbone of the institutionТ. The district has suggested that we remodel the salary schedule but without a COLA, which might be as much as 4% this year. Administrative and classified groups are negotiating for a СremodelТ but do include a COLA in their negotiation plans. Anne announced that the Faculty Association executive committee has passed a Сwork to contractТ resolution, and has asked the Academic Senate to support this resolution. СWork to contractТ means that faculty should not do non-essential committee work, and are not required to add students that arenТt on the roster the first day of class. Work to contract excludes five committees; academic senate, PDL, TRC, hiring, and FA Executive Council The senate may act on this issue, after it must wait for the resolution to be circulated to faculty for comment. Paul Starer will draft a resolution and circulate it on Wednesday, faculty will need to respond quickly. Senators should ask their division faculty to read the resolution carefully, and return comments quickly, and specifically if they support it or not. Paul cautioned that faculty should strongly consider the timing of a work to contract action that might affect enrollment, and our ability to reach our growth targets this year. Paul next discussed the issue of СequivalencyТ applications that he must review and authorize to allow faculty who donТt meet minimum qualifications to be able to teach. Evidence of experience and or eminence is often required to show that faculty meets minimum qualifications without having the necessary degrees. Paul reviewed the process that requires a subject matter expert, typically a faculty member, to certify that the faculty requesting equivalence has demonstrated or possesses knowledge and competence in the field. Requests for equivalence average only one a month, but typically are more frequent in summer, when there are fewer faculty to assist in the process. Often Paul is asked to sign equivalency under time pressures that donТt allow adequate analysis or discussion. Paul has suggested that a committee of faculty might be a better way to deal with equivalency requests that are made under unrealistic timeframes, and or without the resources to the job well. Paul has asked the senate to weigh in on this after some thought. As forming committees quickly, and possibly transiently, is difficult, it was suggested that the faculty composition of the committee might comprise one or more senators from the division requesting the equivalency. The last issue, which was also introduced for information, was the suggestion that the SenateТs budget is healthy enough to afford bigger scholarships for students this year. We currently fund up to three scholarships at $500 each, and could afford to either more scholarships in number, and or in amount. We will discuss this again next week when Robert Cormia reports on the senate budget.
