An at-large TRC member is needed for Tom Gough. Faculty members wishing to participate at large on Toms TRC committee must not be in the fine arts division. The senate retreat will be held on Monday June 13th at Rosemary Arcas house. Please make sure to invite new senators from your division, and check the sign-up list for food and beverages. Paul Starer will email directions to Rosemarys home. Commencement committee has met and needs faculty marshals for commencement. Please remember to order your gowns from the bookstore. Dolores Davison announced that she will need a replacement for her role as chair of the committee. Rob Johnstone announced that he has an opening for two faculty to attend a conference on assessment at UC Berkeley this summer. The dates are August 8th through the 11th. Please circulate to your divisions the email from Paul Starer and Martha Kanter on potential faculty workshops to be held on opening day, and request their feedback. The minutes from May 23rd were approved with amendments to text on articulation. The consent calendar was approved. Ali Khejjou and Lori Silverman will serve on the PDL committee. District president - A motion to elect Dan Mitchell for District Senate President for academic year 2005-2006 was passed unanimously. GE and Curriculum Committee discussion A question was asked about how many courses had been pulled from the GE pattern. A rough count of at least 20 courses was made. Dolores Davison reported that she had heard complaints from at least three divisions about GE process, including Language Arts, Business and Social Sciences, and Adaptive Learning. Minutes from GE show that on at least one occasion BSS courses were dropped without adequate notice, including the absence of BSS faculty at the particular meeting in question. It was suggested that two faculty from PSME had come forward to volunteer to jointly co-chair the GE committee to replace Karen Gillette. However, the Senate executive had not heard from Karen that she would be resigning the GE committee. Some members from curriculum and GE committee indicated that they had not been informed of the issues that needed to be corrected. Dolores Davison reported that she had not received the agendas for GE meetings in a timely manner, as she had requested, and was promised, earlier in the year. PE division reported that it has been difficult to get faculty participation for attending GE, as had other divisions similarly reported. PSME stated that assuming a change in leadership would take place, better performance of the committee would occur. PSME agreed that lack of participation is a primary problem affecting the performance of the GE committee. Bio Health division has resisted support for combination of GE and curriculum committees, but did support formalizing the policies and procedures of the committees. Further dialogue focused on trying to resolve if the issues were more related to leadership or process. It was noted that curriculum committee is able to get its paperwork finished on time, but not GE. GE committee has a handbook, but not a formal working handbook of policy and process. The senate was not aware of any document about how the GE committee should be run. Dialog then centered on issues affecting the ability of GE to meet regularly. Curriculum committee has been able to meet regularly, but not GE. Structure and process of the GE committee may be such that not everyone on the committee appreciates the importance of his or her work. With new leadership, and combined committees, better attendance and ability to follow the process of GE might be possible. Some senators reported that recently new course review has not gone well through the GE committee. For new course submission, the role of GE and curriculum should be to follow and approve the work of divisions. The proposed one-year pilot study could be reviewed at any point during the year, including restoring the process back to its current state. It was noted that curriculum committee could approve any number of faculty who are willing to serve on the committee, and the senate encourages faculty participation on the GE committee. A pilot study during 2005-2006 might be very good timing, as no major curriculum reviews nor accreditation activities are taking place, as mentioned in earlier debates. Paul Starer again stated that he would work diligently and collaboratively with the College Curriculum Committee to create better process and procedures for CCC to function well, and as combined with GE. Constitutionally the senate does oversee the CCC / GE committees, and primary reliance of CCC / GE resides with the academic senate, but not everyone shares in this interpretation. A motion to table the issue until June 13th was defeated. A motion to approve the combination of GE and CCC as a one-year pilot during the academic year 2005-2006 resulted in a 7-7 tie. Constitutionally, the president has the right to make or break a tie, and in this case, the president voted to break the tie by voting for the resolution. Tenure Review Committee issues. The number of due process issues with TRCs has increased significantly in the last few years. To ensure better training for TRC members, mandatory workshops for all new faculty serving on TRCs will be held on opening day. The academic senate agrees that a better training process for TRC members is needed. Paul has worked with the chancellor, Warren Hurd, and Janice Carr, to create a number of new TRC training sessions. Anyone new faculty member (newly tenured and or new to serving on a TRC) who wishes to serve on a TRC should attend these sessions. Additionally, if all faculty attend a TRC training session, at some point the entire pool of eligible faculty to serve on TRCs will be trained. Janice Carr has sent out an invitation to all faculty to attend a training session. As there is no record of any TRC training available, it is suggested that all faculty, participating on a TRC committee or not, attend one of these sessions, ensuring documented TRC training. With both FA and academic senate sharing in emphasis on TRC training, a strong message from every shared governance body that proper TRC process needs to be followed for all faculty evaluations. Summer stipend. Last summer Paul Starer was awarded a $2000 stipend for providing key service to the College over summer, including attending three one-day leadership retreats, attending three board meetings, serving on equivalency committees, and staying in communication by email and voice to college and faculty for any issue arising over summer. This stipend is paid out of B budget, and not senate dues. A motion to approve a $2000 stipend for this summer was approved unanimously. Paul announced that the full-time faculty email list, used by the senate for email announcements of information to faculty, will be used and maintained by the senate. Any faculty wishing to send email to all full-time faculty will need to prepare a similar list. Senate retreat. Topics at the senate retreat this summer will reflect on activities of the past year, and planning for the upcoming year.
