Shawna Aced reported that a number of faculty recorded C-grades which have to be converted into a C grade. C- grades are not legal in the education code Mike Murphy announced that we (FHDA) will have a new ERP/SIS system. Educational Information system (EIS) interface with the college business system. The District is negotiating to purchase a new system faculty should make their requirements known to ETAC Committee. Mike Murphy briefly discussed the ERP (EIS), that this is a very big change to the campus, and that the lifetime of this system will be very long. At the last board meeting, the ERP system was listed as one of ETSs top three technology priorities to work on. Andy Fraknoi presented observational data that suggests declines in GE student enrollments. He further noted that students dont seem quite as able to study and conduct themselves in a capable academic manner. It was noted that the student population has shifted away from the traditional academic students. Bob Barr can look at the data with a much keener eye if he knows exactly what we are looking for. Looking at ESL we (17Թ) has seen a 22% drop in enrollment in key classes Consent Calendar Football coach (in the tenure process) is leaving and will need to be replaced. The District is now looking for 106 full time faculty, staff, and admin positions. A motion to suspend traditional rules, so that the consent calendar can be approved, was passed. The consent calendar was then passed. Minutes will be reviewed on February 5th. Formal agenda Carolyn Holcroft-Burns has asked that the ETUDES NG resolution be kept as informational. During discussion of this item, it was noted that many faculty have had to repeat (again) some of the 4-hour ETUDES-NG training, as the CMS has changed so much. The required payment for the mandatory ETUDES-NG training is for online courses only (in person its free). One senator noted that professional development is really the power of the Senate, not the administration, so why is the administration requiring (professional development) training for us for ETUDES-NG? A comment in response was made that 17Թ is now a consumer of the ETUDES NG software, rather than part of the development process. 17Թ faculty must follow the requirements and deadlines of the alliance, as consumers, rather than as faculty. Another senator reiterated that we, as faculty, are being held hostage to the process, and the process of both transition and training is exerting a significant strain on our faculty. A comment was made that 17Թ administration has entered into a legal contract with the NG consortium, which requires professional development (training) on the part of faculty, without the approval on the part of the senate. The CTIS report, a response to ETUDES-NG was briefly discussed, and a meeting to be held tomorrow (Tuesday) January 22, 2007, with 17Թ administration and Michael Loceff, a primary author of that report. Karen Gillette presented a resolution regarding block scheduling/blended scheduling. The focus of the resolution was that language be specific about this being a return to the blended scheduling. Perhaps run another student satisfaction survey on preference towards block/blended scheduling. This might be an interesting report to show the new president in fall. De Anza remains on a blended schedule. Senators were advised to share this resolution with their division faculty, as passing this resolution would change our position on block scheduling. Election committee language of the ballot for part-time representation in senate. A change to the resolution for the part-time faculty representative was suggested; that the part-time rep be voted on by part-time faculty only, rather than by all faculty, as currently written. It was noted that this is an at-large position, and in the past, all faculty had participated in election of such positions, including those help in executive committee. The ballot language will be modified again, and once approved, will be amended in the online ballot. The election is still targeted for late February or early March. Paul Starer announced that the Presidential search committee has 46 applicants in the paper screening process, which will be reviewed during the month of February. TRC Paul Starer reported on the FA negotiations of the tenure process (article 6). FA should solicit feedback from the senate on issues of concern in the TRC process. Paul has proposed a joint FA senate committee to review the various issues as well as evaluation tools. Paul Starer mentioned a number of items that the TRC process has elicited, including an awareness that probationary faculty have academic freedom. Disabilities Resource Center (DRC) form Janet Spybrook. Janet reviewed the form with Senate. Janet reviewed some of the regulations for students with approved learning disabilities when taking exams, and the use of tape (mp3) recording of lectures. Questions were asked about faculty wanting an understanding of the individual needs of a student better. There was a dialog about regulation and process for sharing of information of private student information about accommodation and disabilities. Meeting was adjourned at 3:53 p.m. Minutes Academic Senate Meeting January 8th 2007 Meeting was convened at 2:00 p.m. Announcements Senate Meeting dates are posted in Meeting Maker Paul Starer announced that the Secretary Treasurer position is open in spring Karen Gillette announced online library databases would need a library card Dolores Davison announced the need for a faculty to serve on commencement. Andrew Fraknoi will appear on the history channel Monday evening. ETUDES NG there is free training on campus in Winter and Spring which may be difficult for all faculty to attend, especially adjunct. Four 3-hour courses on campus will be offered. Contact Kathy Fransham at the KCI to schedule. Correction to the consent calendar minutes from last meeting all faculty, not just at-large, must have tenure training to serve on a TRC. Main agenda Final exam creep calls into the senate office increasingly comment on the arbitrary moving of final exam dates. Some faculty have responded that academic freedom allows them to move the date. It is not within the senates concern to comment on the final exam schedule; this is an FA negotiated item and should be brought to the attention of FA to contact faculty. This fall there was an increase in complaints (from four separate deans) about finals creep and the finals scheduling issue. There has also been concern and questions, on the part of faculty, about dead week. Faculty (and students) are required to meet on the day of the final. If faculty are going to do something different during the finals week, they need to contact their deans. Faculty and students are required to meet on the last day of class. The senate office should consider reminding division deans that discipline of faculty is under their dominion. An examination of the block scheduling should show if there are more than two finals on a given day. When consent of the entire class is given, some faculty have moved the final time and or date. Other issues of concern include having very early finals for block-scheduled classes. Resolution on ETUDES NG: Carolyn Holcroft Burns presented a resolution on training and compensation for added work on the part of part-time. Because the 2-unit course is a WSC bearing course, waiving of the fees may be a challenge. A friendly resolution would suggest that we use the entire $5000 for compensating all faculty, not just adjunct faculty, for attending the 2 unit course. One senator commented that in addition to the fees, the time commitment of faculty to convert courses from Classic to NG is quite significant. Discussion revolved around allowing all faculty, not just part-time faculty, to be allowed to apply for fee compensation. Paul Starer again reiterated that the administration was steadfast opposed to extending the deadline on ETUDES NG, as well as compensating faculty (PT/FT) for the 2-unit course. Need a summit of faculty that participate in an NG alliance summit to collectively discuss the ETUDES NG issue. Robert Cormia on electronic voting The senate will hold an election in Winter, probably mid February, to ratify the resolution passed in December (Resolution on Part-time Senate Representation). 17Թ Institutional Research has set up a secure ballot on the Web, which can be accessed at  HYPERLINK "http://www.foothill.edu/senate/" http://www.foothill.edu/senate/ There are three questions on the ballot, per the resolution, which ask faculty if we should create an at-large senate seat for part-time representation, should we have a faculty-wide election to elect the part-time representative, and should we compensate that person $300 a quarter ($100 per month which is two meetings. Dolores Davison on CMS CMS curriculum issues activities this quarter include the GE descriptions of some of the courses, and looking at the C3MS curriculum system, at bugs etc. Smaller issues are cleaning up the basic skills course list, correct coding of the courses may help us recover more state reimbursement. Cataloging of our courses is also an issue / question as we develop more of an electronic document system nowhere in title V does it say that a catalog must be printed. Dolores reported that attendance and participation in curriculum committee has been very good. Bernie Day serves on a statewide committee to look at issues such as articulation and transfer issues with CSU. Meeting was adjourned at 3:40 p.m. Block Scheduling ResolutionKaren Gillette, Library Whereas, Some classes work better pedagogically, from a student learning outcome perspective, if they are offered on a daily basis. Whereas, Some students are forced to take online classes in order to carry a full load, when they would be more academically successful in a traditional face-to-face environment. Whereas, The 17Թ Academic Senate is concerned that GE students are being forced to go to other local colleges in order to create a course schedule that is consonant with their time demands, Whereas, it is clear to the 17Թ Academic Senate that the class schedule needs to be reformed so that general education students have more options and more days on which to take classes. Resolved, The 17Թ Academic Senate insist that the college return to a class schedule that includes daily, as well as block scheduled classes, in other words a blended schedule by Fall 2009.
