Rosemary Arca will serve on Debbie Budds admin review Dolores Davison will serve on Judy Bakers admin review We still need volunteers on all other admin review committees John Hicks, the representative for the consulting firm AcademicSearch met with the senate to listen and hear from faculty about our thoughts and concerns in the presidential search process. John wanted to get a feel for the campus, and what our values are at the campus, and why a prospective candidate would want to come to this campus. John introduced what his firm does, that they are based in Washington DC, and are the oldest firm in the business. John is the senior consultant in the firm, and will develop the ad and seek approval for the work plan, which has three distinct steps: Build a candidate pool Find a set of candidates to interview Do some quick neutral side airport interviews Then move to on campus interviews Facilitate offers to prospective candidates Each senator introduced themselves, mentioned what their filed of service was, and what is important to them, and any problems that might need to be solved by the next president. Faculty discussed their interests and concerns, with many talking about culture, diversity, and interest in learning. The interrogate focused on the need to really look for a candidate that understands our culture, and what it is to teach in the challenging environment of California, where you have incredible wealth, innovation, diversity, and a challenging need for basic skills among much of our student population. The meeting lasted about 60 minutes, adjourning roughly at 4 p.m. Minutes Academic Senate Meeting October 2, 2006 Meeting was convened at 2 p.m. Announcements October 9th special meeting 3 4 p.m. will need a quorum if business is to be done. Calendar with dates for our regular meetings this quarter October 2nd October 9th October 16th October 30th November 13th November 27th or December 4th October 13th is the area B meeting to be held at Canada College. An issue may arise if there are petitions before the state academic senate that need to be brought before the FH senate first. We will endeavor to anticipate and present those issues. 17Թ and De Anza senates will meet together twice during the year, ideally before the fall and spring plenary sessions. Thirteen new faculty were hired at 17Թ who will need at large TRC members during the spring quarter. Please share the list of these faculty with your division. Rob Johnstones name was added to the list of administrators who need to be evaluated this fall. Paul Starer presented the 10+1 PowerPoint authored by Mark Liu and Ian Walton. This presentation will be posted to the senate website. In this presentation Paul stressed the areas of governance that were of faculty primary reliance, how the senate participates in shared governance. The board may delegate certain responsibilities to the senate. Faculty should be involved in new job descriptions, especially those of the dean. Paul reviewed the 17Թ Senate composition. Each division is entitles to two senators. There are three officers, elected for two years each. Currently President and Voce President are elected in even years (2006, 2008) and Secretary Treasurer is elected in odd years (2005, 2007). Senators may be removed for non-attendance. Senators represent their division, and not necessarily themselves, and should vote accordingly. Any and all faculty members may influence the agenda. Faculty should contact Paul Starer at least ten days before a meeting if they have such an issue. The senate follows a flexible Roberts Rules of Order. Wee need about one week to prepare the agenda, bind the minutes, and circulate at least 5 days before the meeting. Additionally, we are covered by the Brown Act, which makes virtually all of our actions a matter of public record. Proxy votes are enabled by a three-day advance written note to Robert Cormia (secretary treasurer) email is okay and actually preferred for archive purposes. Paul listed 12 goals for the senate this year: Scholarships Basic skills / SLOs Matriculation / placement Professionalism faculty fatigue Recruit non-participating faculty Need an elections committee Senate constitution Report / status of folding GE into curriculum Need a senate committee for faculty response to block scheduling Faith Milonas from FA addressed the senate regarding the presidential search committee. Discussion revolved around whether an alternate to the committee really provided gender or and ethnic diversity. How best can the senate respond to the administrative request, and also to the FA request. One senator suggested diversity could take many forms. Faculty that understand and represent the future of the college are the very best diversity of the college. Diversity may also represent our class backgrounds. A motion to vote on the letter presented by FA to have the 17Թ Academic Senate support this effort by directing Paul Starer to sign the letter was passed by a simple majority voice vote. Paul Starer presented information about the Pick-a-Prof service, which has requested the grades from 17Թ sorted by faculty and class. While these data are available internally, they are not shared with the larger public. Pick-a-Prof has requested grades from a majority of California Community Colleges, and while we have resisted this request, for privacy reasons, the State Chancellors Office has said that the State doesnt have a legal argument to fight it, and further that UC Davis fought it and lost. Senators are encouraged to share this with their division faculty. Faculty lounge issue. Four years ago it was agreed to have a place where faculty and staff could eat and have a place to meet, relax, and share ideas. Our Measure E plans were well underway when it was discovered that finding such a place might prove challenging. Bernadine Fong supported the idea of a lounge, and further underscored that it would have to be a staff lounge, meaning faculty, classified, and administrative personnel would be equally welcome and encouraged to use such a facility. At this point it is not completely known whether we will have such a staff lounge as new construction is completed. Presidential search committee vote. The senate conducted a vote using our committee selection procedures adopted in the spring 2006. Senators read each of the candidate's statements, and selected two candidates to forward to the presidential search committee. Voting was conducted using a paper ballot. The Brown Act required ballots to be signed and dated, and may be inspected at anytime by any faculty member or member of the public who wishes to see them. Brian Evans and Janet Spybrook and Robert Cormia, tallied and certified the votes. Nine candidates prepared statements to be shared prior to the vote. Thirteen qualified ballots were received. The senate will forward the following names to Rose Myers, chair of the search committee: Paul Starer and Dolores Davison The final vote was: Paul Starer 9 Dolores Davison 6 Rick Martinez 5 Sara Seyedin 3 Sid Davidson 2 Bea Cashmore Penny Patz addressed the senate and spoke about diversity, and the importance of gender and ethnic diversity for faculty names forwarded by the senate to the search committee. The meeting was adjourned at 4:03 p.m. Possible Resolutions Related to the Associate Degree In anticipation of the results of the Academic Senate survey on the Associate Degree (local senate presidents should have received an email about completion of this survey during the first week of October), the Senates Associate Degree Task Force has generated a set of possible resolutions for consideration at Fall Session. The resolutions reflect the various positions the Senate might take regarding the Associate Degree, and depending on the results of the survey, some of the following resolutions will be introduced for the bodys consideration at Fall Session. Since it is not clear at this time what the survey respondents will inform the Senate to do concerning the Associate Degree, we encourage all local senates to review and discuss these draft resolutions. A. Single Degree Title for the Associate Degree Whereas, The historical use of the terms arts and science in universities pertains to the separate disciplines under the Arts and under the Sciences; Whereas, The use of the terms associate of arts and associate of science is inconsistent across the community college system; and community colleges, because of their mission, have found it necessary to include occupational programs under either the associate of arts or associate of science; and Whereas, Title 5 language does not define the associate degree as either the associate of arts or associate of science; Resolved, That the Academic Senate for California Community Colleges recommend to the Board of Governors a change to Title 5 to specify a single degree title for the associate degree, which shall be the sole designation for degrees offered by the California community colleges. B. Defining Associate of Arts and Associate of Science Whereas, The historical use of the terms arts and science in universities pertains to the separate disciplines under the Arts and under the Sciences; Whereas, The use of the terms associate of arts and associate of science is inconsistent across the community college system; and community colleges, because of their mission, have found it necessary to include occupational programs under either the associate of arts or associate of science; Whereas, Title 5 language does not define the associate degree as either the associate of arts or associate of science and the result is a lack of meaningful distinction between the two; and Whereas, Students and others are ill-served by the unpredictability as to the nature of a degree title; Resolved, That the Academic Senate for California Community Colleges recommend to the Board of Governors a change to Title 5 to add language defining both the associate of arts and associate of science. C. Associate Degree Title for Occupational Programs Whereas, The historical use of the terms arts and science in universities pertains to the separate disciplines under the Arts and under the Sciences; Whereas, The use of the terms associate of arts and associate of science is inconsistent across the community college system; and community colleges, because of their mission, have found it necessary to include occupational programs under either the associate of arts or associate of science; Whereas, There is no degree title specifically designating occupational programs; and Whereas, the lack of a degree designation specifically for occupational preparation results in confusing to the meaning of the degree for students and the general public; Resolved, That the Academic Senate for California Community Colleges recommend to the Board of Governors a change to Title 5 to create a degree title specifically for occupational programs. D. Support for Associate Degrees Based Solely on IGETC and CSU GE Breadth Whereas, The associate degree has intrinsic value in its fostering of critical thinking, clear and precise expression, and an understanding of how societies operate, skills vital for personal achievement and economic opportunity; Whereas, An associate degree based solely on IGETC and/or CSU GE Breadth provides these skills through the completion of these general education patterns; Whereas, Completion of IGETC and/or CSU GE Breadth fulfills the requirement for a discernable focus for the associate degree specified in System Legal Advisory 05-05; and Whereas, The use of IGETC and/or CSU GE Breadth in fulfillment of local general education requirements together with necessary units in an area of focus is clearly consistent with Title 5 and is not the issue under consideration here; Resolved, That the Academic Senate for California Community Colleges support interpretation of Title 5 allowing use of IGETC and/or CSU GE Breadth to serve as the area of emphasis required by Title 5 for an associate degree. E. Opposition to Associate Degrees based Solely on IGETC and CSU GE Breadth Whereas, Title 5 requires At least 18 semester or 27 quarter units of study taken in a single discipline or related disciplines (section 55806) to provide an area of emphasis for the associate degree, and an associate degree without this area of emphasis devalues the concept of the associate degree; Whereas, Many in the field have expressed that the associate degree needs to be used to capture numbers, further devaluing the degree; Whereas, The use of IGETC and/or CSU GE Breadth as the sole basis for the associate degree reduces local control and subjects the associate degree to determination by groups external to the community colleges; and Whereas, The use of IGETC and/or CSU GE Breadth in fulfillment of local general education requirements together with necessary units in an area of focus is clearly consistent with Title 5 and is not the issue under consideration here; Resolved, That the Academic Senate for California Community Colleges oppose the use of IGETC and/or CSU GE Breadth as the sole basis for the associate degree; and Resolved, That the Academic Senate for California Community Colleges support interpretation of Title 5 that prohibits the use of IGETC and/or CSU GE Breadth as the sole basis for the associate degree.
