On April 11th Dolores Davison will serve as President while Paul Starer is interviewing candidates for the basic skills positions in the language arts division. Senate election please announce to your division that faculty seeking service or replacement of senators for their divisions should hold those elections soon. The Senate secretary position will also be open for a two-year term (nominate or self-nominate). Elections will be held by the sixth week of the quarter. While Konnilyn Feig is on sabbatical, Dolores Davison will serve as TRC chair for Laura Robinson. Language Arts division faculty reported that the lack of adequate parking is becoming both a workplace and potentially academic issue as many of their faculty, especially part-time, struggle with parking during the mid-morning areas. Senate will consider if failure to provide adequate parking is an academic issue relating to professionalism. Some discussion on this issue focused on the obligation of the college to provide parking for faculty. The senate was somewhat divided on where to take the issue for a remedy. One solution was a suggestion to create more faculty parking on lot 5, and work through Alan Harveys office to make that request. Paul Starer and Dolores Davison will be attending the Spring Plenary session from April 7th through April 10th. Robert Cormia will also attend the Saturday session. Consent calendar Dolores Davison to serve as TRC chair for Laura Robinson while Konnilyn Feig is on sabbatical. Motion to approve the minutes for joint FH-DA academic senate of March 7th was unanimous. Minutes for the 17Թ senate meeting prior to the joint session were also approved unanimously. District president 17Թ and DeAnza academic senates will work to finalize language on the process of choosing and approving the district senate president, and duties of the district president. Senate executive committees for 17Թ and DeAnza are currently crafting that language, to be approved by their respective senates. General education and curriculum committees The new Vice President of Institutional Research and Instruction will replace Bill Paterson as co-chair of the general education committee. The GE committee has some issues relating to getting activities resolved along a timeline that meets the needs of curriculum and other academic process. These issues have been present for a few years, necessitating a change in GE structure. One solution is to codify the GEs procedures and processes to facilitate transparency and timeliness in GE activities. There are at least two options for proposed changes. Roll GE committee into the curriculum committee Have the academic senate choose a faculty to serve as co-chair of GE Also, when an entire GE package needs to be redone, find additional resources to ensure the timeliness of that process. A question was asked about the exact role of the articulation officer on the GE committee? How much time does the articulation officer have to do additional activities in GE? It was noted that some divisions have had a difficult time keeping a constant and consistent presence of a member on GE. Another suggestion was that curriculum may need to meet more often. Workload may be an issue, as GE and curriculum committees have serious time requirements, and some divisions, especially with high instruction, have a difficult time staffing these positions. Having codified procedures and a timeline may help all faculty understand the GE and curriculum process better. Having incentives for serving on these committees was also suggested. Another suggestion was to combine curriculum and GE, on a Monday schedule, to make it easier to have a longer or more productive session. Whether GE is merged with curriculum committee, or not, most agreed that the process and procedures need to be codified, including formal and transparent timelines. A comment was made that occasionally course are changed without contacting faculty. Another suggestion was that automation (IT) might help, or that one or more persons could serve on both GE and curriculum, adding to consistency and communication. These three options, integration of GE into curriculum, having senate choose a faculty to serve as co-chair of GE, and codifying the process and procedure of GE, will appear on the spring ballot. Presidential authority The event over the winter break involving FAs letter to President Fong regarding tenure committee process, has prompted the senate to consider giving the senate president the authority to act on time sensitive issues, without having the senate meet in session first. Such actions would clearly be limited in scope, and constrained by constitution, and only follow good faith attempts to contact senate members by email and phone. The language that might be consider fro a constitutional amendment would be: In the event of a time sensitive issue requiring the President to take action when the senate is either not in session, and the President has made reasonable efforts to contact the senate executive and elected senators by email, the President is authorized to take reasonable action that does not exceed constitutional authority. As a check and balance, those actions will be reviewed by the senate during the next official meeting, and the President will endeavor to stay in contact with executive and elected senate during such actions. Additional constitutional election items: Part-time vote. Last year the senate body voted not to allow part-time faculty a full vote in senate elections. While that vote was close, the participation of eligible part-time faculty was roughly 10%. This issue will again be on the upcoming ballot. The constitution election needs to held by the 7th week, and a ballot formed by the second week. The language of the above will be brought forward at the meeting on April 11th. Bernadine Fong memo of faculty support Flowers and Thomas There has been a growing faculty concern over the response by President Fong for faculty in the recent issues involving a student and the subsequent media and Internet attention. This issue also involves the Academic Bill of Rights as published on the Internet at  HYPERLINK "http://www.studentsforacademicfreedom.org/abor.html" http://www.studentsforacademicfreedom.org/abor.html Senators bringing this issue forward wanted a more specific response in support of faculty, and felt the Presidents response was subdued and generic. Bernadine Fong responded with a memo discussing different approaches to showing support for faculty. The senate discussed the importance of having a unified voice in describing our support for faculty and academic freedom. Further, faculty should be more collegial in supporting each other. Some faculty felt the academic senate has not supported faculty enough in this process, either in a resolution of statement of support for academic freedom. Further discussion focused on the effect of blogging on the Internet, especially by coordinated political groups (off campus). Discussion then moved to the general topic of academic freedom Two resolutions were discussed. First, are we, the senate, in support of academic freedom? Second, is the senate in support of this faculty member? The State Academic Senate has a resolution at the spring Plenary against the Horowitz Academic Bill of Rights. There was a sense of the senate to invite President Fong to join the senate in a formal response to this faculty issue. A second read on the resolutions will be put forward at our next meeting on April 11th. The Statewide vote against the Horowitz resolution will occur the weekend before the meeting of April 11th.
