Dolores Davison faculty are needed for administrative review committees. The composition of those committees includes: Admin Classified Faculty point person Please contact Paul Starer and or Dolores Davison if you are available to serve on those committees that have fall deadlines (Burns, Gusman, Gregorio, Harvey). Approval of Minutes and Consent Calendar A motion to approve the minutes of October 25th was approved unanimously, pending changes made by input from Andy Fraknoi. The consent calendar was also approved unanimously. A Memorandum of Understanding (MOU) for composition of TRCs called the accordion plan has been approved (it was set to sunset). Senators please announce in divisions. The block scheduling task force will meet to discuss college guidelines and needs to make a recommendation for block scheduling by the end of fall quarter. This committee needs representatives from a number of divisions and departments, but especially language arts, fine arts, math, BSS, and counseling. It has not been decided whether block scheduling will happen or not. The scheduling committee has meet erratically and has not scheduled meeting times as yet. The district budget committee does not have senate representation. District budget committee meets first and third Tuesday of every month. Learning Communities Workshop - Charlotte Thunen Charlotte reported on the learning communities workshop she attended with other faculty in October. The workshop greatly broadened their horizons on learning communities. Some colleges attending the workshop shared that it was difficult to get counselors involved in learning communities. Block scheduling seemed to facilitate more effective learning communities. Some community colleges are very active in learning communities, including categories of special groups such as displaced workers and veterans. Across many colleges sciences appear to have problems getting students to take prerequisites like English and math, so having biology and English classes meet together might facilitate better writing skills. Learning communities can have a very thematic approach, for instance chemistry and psychology. Many new faculty are now very enthusiastic about learning communities. Learning communities are very effective for learning and retention. The LOAN (Learning Outcomes Assessment Network) committee is looking at e-portfolios and OSPI (Open Source Portfolio Initiative)  HYPERLINK "http://www.theospi.org" http://www.theospi.org as a method to help with both student portfolios and reflective learning. LOAN will be funding a small pilot program to determine the ease of use and applicability of OSPI for our student and faculty e-portfolios. Charlotte announced she would need a replacement for her role as shes chaired the committee for three years now. District Athletics Task Force - Ken Horowitz Ken Horowitz will be having a third read on the athletics proposal November 22nd, which has now been edited and rewritten into two paragraphs (see appendix). Ken proposed that JDG consider FHDA not have duplicate teams for both 17Թ and DeAnza Colleges. The senate should also consider its role in creating a master plan for collegiate athletics. A point was made that if we had just one team for FHDA, the quality of the team would probably be better. The name of this resolution was suggested as confusing: Campus Athletic Governance vs. Governance of Intercollegiate Athletics The task proposed taskforce would look at campus athletics, and how would having one team affect the number of athletes and students? Senators also expressed an opinion that athletics is an important activity for some students to launch their academic career. Ken Horowitz will bring a resolution back to the senate a rewritten resolution to vote on to forward to the Joint Development Group. The resolution was amended and will be emailed to senators subsequent to the November 22nd meeting. State Plenary session Dolores Davison Dolores Davison reported on the Senate plenary session attended by her and Paul Starer in late October. The resolution to vote on the English and math standards was tabled until spring, and with Paul Starer, District Senate President, and Dolores Davison, representing 17Թ, voting to stay on the issue. There was a proposal at the plenary to drop local fees for community colleges altogether. The original master plan for California community colleges called for no fees, and the amount of revenue returned to the colleges from local fees is very small. The cost of textbooks was also cited as a major problem. Another big issue was basic skills. The meaning of what an AA degree means has a lot debate. Texas has an AAS degree that is a terminal degree (not a transfer degree). The plenary session was attended by 109 schools in the state with a lot of diverse needs and population. Difficulties in how certain topics are defined, such as college level English and math. CSUs and UCs may also want students to take fewer units at CCs to increase their revenue. Over 20 resolutions were debated, and then voted on (passed or failed). The spring plenary session will be a busy four-day event, as issues will include the English and math standards tabled from fall plenary and creating new disciplines like basic skills. General observations and discussion at plenary and afterwards suggests the FHDA Community College District is way ahead of the curve among the 109 California community colleges, especially on topics that include learning communities. FHDA is also seen as a leader in the community college system in academic issues, as evidenced by our move towards plus / minus grading. Public Domain Policy Paul Starer The Foundation for CCC (FCCC) has explored some options for lowering textbook costs. One solution is buying in bulk, i.e., having several colleges adopt and purchase the same textbook. A second suggestion is to buy no-frills textbooks. Surprisingly, e-books have not been well received at most campuses, largely as the cost and responsibility of printing is shifted towards the end-user. A key statistic shared is that for half of the one million California community college students, almost two thirds of their costs are textbooks. Hal Plotkin, (FHDA board of trustees) has suggested a public domain policy resolution of the CAC that would push forwards the concept of a public domain policy for textbooks and associated instructional materials. Public domain copyright has lapsed on many documents, and use of such materials could lessen the cost and burden of purchasing textbooks. The public domain issue is very time sensitive, so a timely response from the divisions is important for a vote at the November 22nd meeting. The senates response might be is that the Senate is not opposed to the language of the resolution. It was suggested that some language be appended to the resolution that the choice of textbook is the primary right of the faculty member. Mission Statement Paul Starer The Draft on Mission and Values of the College and District should be circulated among each senators constituents. Sequencing of the priorities and programs in the mission statement is important. Paul Starer will circulate a link to Senators to pass to their divisions. The language on the Mission and Values of the College and District should be finalized by the end of the fall quarter, so input from divisions should also be timely. Constitution Committee Dolores Davison A constitution committee needs to be formed to address three issues in an election in the winter / spring timeframe. These include absentee voting, relationship of the GE committee to the curriculum committee (emphasizing process and procedures), and equalization of part-time / full-time voting rights in the senate. Initially the composition of the committee will be senate officers, but senators are encouraged to self-nominate. Delete and reword to say: Paul Starer, Dolores Davison, Robert Cormia, and David Sauter have volunteered to work on that committee. The meeting was adjourned at 4:15 p.m. Resolution amended for Athletics during senate session November 8th 2004 (DRAFT) ACADEMIC SENATE RESOLUTION Whereas it is stated in the Constitution of the 17Թ Academic Senate that our purpose is to promote the quality of community college education and to make recommendations to appropriate District management teams and Whereas the 17Թ-DeAnza Community College District is in a budget crisis where hundreds of class sections have been cut and our libraries lack the funds to buy sufficient books and Whereas our intercollegiate athletic programs continue to rely on the general fund and the costs to these programs have continued to increase and Whereas title IX guidelines have continued to financially impact these athletic programs and Whereas during difficult financial times we must manage our resources effectively while preserving quality instruction Resolved that the 17Թ Academic Senate call upon the District Joint Development Group (JDG) to create a task force to explore the issues that presently exist in our District with maintaining similar intercollegiate athletic teams at at each campus and that a thorough analysis will result in how the Senates can have a greater role in campus athletic governance Resolved that the JDG work with the campuses Academic Senates Executive Committees in Fall 2004 to develop the membership and charge for the task force in consultation with the Athletic Departments Resolved that the task force issue a report to the campuses Academic Senates Executive Committees in Spring 2005 Public Domain Policy - Draft 11-15-04 The 17Թ-De Anza Community College District supports the creation, use, accessibility, and ongoing maintenance of public domain-based learning materials in accordance with established curriculum standards for educational purposes of the district, using the commonly accepted legal definition of public domain materials. The goals of this policy are to provide students with alternative learning materials that reside in the public domain to augment and/or replace commercially available educational materials, including textbooks, where appropriate, to create sustainable academic resources for students, faculty and staff, and to provide opportunities for professional growth of district employees involved in these activities. The Chancellor will provide periodic reports, not less than annually, to the Board that detail the progress made toward accomplishing the goals delineated by this policy.
